The Commander is the second-highest officer rank aboard a starship. Other names include First Officer or later also Number One. Above them is the Captain, and below them is the Lieutenant Commander.[1]

Here, the Commander is the second-highest rank in the Romulan hierarchy. Above them is the Admiral, and (as far as the Federation knows) the Subcommander is subordinate.[2][3]
